Why does my 5 yr old male shih-tzu not want to mate?

Last night we had a very pretty female shih-tzu stay over so they can get to know each other a little better. She showed a lot of interest, but he just didn’t want anything to do with her. He seemed a bit nervous having her around. I also don’t usually expose him to other dogs and when I have he displays the same kind of behavior towards them, worse even. He’s 5 years old now and has never humped on anything as long as I have had him and I’ve had him since he was a puppy. He also has very small nostrils which could be another factor for the lack of interest in another female, that probably doesn’t allow him to pick up on their scent. She was definitely ready because all she would do in hump on my leg. I would really appreciate some feedback.

He’s NOT gay…He may have a low testosterone level…Is this other dog in heat?
