No, you can’t. Baking powder works to make things rise because it contains baking soda, a base, and cream of tartar, an acid. When baking powder is added to a liquid, the two substances combine and form bubbles of carbon dioxide, which releases into your batter and makes it puff up.

So simply adding vinegar to your batter or dough is only the acid side of the acid/base equation and would not do you any good.
