You can try Forever 21, Urban Planet (my sister got the prettiest graduation dress there), Urban Behavior, I saw really nice dresses on the American Eagle site for around $40 in the clearance section.

i totally love my dress there and it was only 40 bucks! did i mention its strapless silver! there was another one i also wanted to get kjust because it was so pretty. It was navy blue :(
