When you’re thinking of studying abroad, you need to think seriously about where you’ll be trying to go. Other countries have certain requirements in addition to tuition costs and program fees. For example, in addition to having SAT scores, you’ll also have to take various language tests and equivalencies to see if you meet the international school’s standards for admission.

That is true in general. Although I have been offered money before to attend schools without applying (one even offered 75% tuition and 6000 living expenses). So it kinda does depend.
