Not sure anymore.

I have a very complicated situation. For about a year and a half now, this boy and I have been on and off with our feelings for eachother, and were both well aware. him and I get along so well, we share the same interests and I feel like we understand one another. but I knew that we couldn’t be together because of certain family issues. last summer I was seeing another boy, but this guy and I still decided to hangout. he showed clear signs that he wanted to hookup, but I told him I just wanted to be friends at this point. we barely talked for the rest of the summer. then the new school year started, he went off to college a few hours away and found himself a girlfriend who hes been seeing for 6 months now. but about 2 months ago, he had texted me and ever since weve been talking non stop. he was coming home, and he wanted to go out to the movies one night. I decided to because I hadnt seen him since the summer, and I really would have liked to catch up. I went to see him for our friendship, nothing else. but he ended up letting out his feelings. he said he still had feelings for me and that he has known me longer. he didn’t know what to do about this though, he was confused. I let him know that I would understand if he didn’t talk to me anymore because I didn’t want to get in the way of the relationship he was in. he texted me that night. he said he was so sorry and that it was all his fault. the following morning, we decided that we couldnt do anything about the situation and just let it be. this is the third time weve been through something like this. I dont know what to do anymore. is he just as confused?
