In Texas anyway the most likely cause of chocolate bloom is allowing it to get warm in storage or shipment. Chocolate softened in a warm warehouse or truck will bloom when cooled back to cool room temperature. Candy makers sometimes use chocolate flavored confectioner coating rather than real chocolate to avoid bloom.
Discoloured how? Does it have white spots on it? If so, that's called "blooming" and it happens when chocolate is exposed to moist conditions - perfectly safe. Any other colour and I'd be a little concerned.
