agreed, definitely distance. It doesn’t matter how charged anything is. It’s distance from another object exponentially decreases it’s magnitude of physical interaction, relative to the object in question. There are billions of stars in our galaxy but we’re only burned by the closest star that holds us in it’s orbit. The others are too far away, we only see them in the night sky.
