I have read other questions similar to this. Answer was puberty. But im 13 and have a baby sized penis and no hair anywhere. WTF?
see a doctor so he/shre can take a look at it and tell you what it is its probably normal it could be a pimple, a mole, ect it might even be a third nipple (there actually more common than most people think) so get it checked out
it might be areola its little bumps on your nipples that when you are exposed to the cold they harden.. best bet to get it checked out or show a parent
jaslovestoskate is right. I have a third nipple!. And who cares?.
Some guys don't even go into puberty untill 18 so don't worry!.
