It looks like doodles on the desk at the back of the classroom. If he had professional training, yeah I guess. But from the doodle on your hand, he’s nothing amazing.
Theres no way to tell from this picture if he would be a goo tattoo artist for two reasons. One, its nothing more than a simple henna style drawing and isnt really showing any artistic talent. Two, drawing with pens and markers on a persons skin is dramatically different than placing ink into a persons skin with a tattoo gun. Not everyone that can draw can tattoo, its a whole different art form and technique.

Not right away. I really hope that’s just made with a pen, and not tattooed on? If he’s got the gear to make tattoos, he should get some pigs skin to practice on, and also get to practice on some friends. (But not on their hands,,,) Maybe your friend can be good one day. Try giving him/her a motive you want, and see if he /she manage to make that. That’s much harder than “doodeling” like this :)
