Okay your hair follicle has a certain 'life' , when you are African American the life of the hair follicle is short so therefore the strand of hair falls out when the follicle dies, when you are Caucasian the follicle's life is longer therefore the hair can grow longer. This is why you see African Americans with short hair and Caucasian, Asian, Latinas etc. with longer hair. So it does not mean if you have curly hair you hair will not grow it depends on how much of one race you have in your blood.
