He clearly has the idea if he'll go when you get on him, but honestly you can't force a child to potty train, they simply will when they're ready. Be sure to use positive reinforcement with him as that will help as well. However my advice, as a mother of 3 is to be consistant but realize there will be failures and setbacks. Most dogs have to be trained as puppies, but you can in fact teach an old dog new tricks.
