What should I tell him?

There's this guy I like!! He's gr8 and we've been really gd frnds 4 almost a year now!!! I used 2 date his brother and he used 2 date my frnd!!! but I knw that he likes me or used 2 like me a lot bt we nvr had the chance 2b 2gether!! There was always smthn in the way!!! And last time he broke up with his girlfrnd it was because he wanted 2 ask me out!! but at the same day I got back 2gether with my ex-boyfrnd because I was done waiting 4 him 2 leave his girlfrnd!!! I had no idea he was gna leave her that day!!! And a few weeks ago I broke up with my ex and now we're both single and he's not making a move!!! I dont knw wut 2 do??? He still looks at me the way he used 2 when he was crazy about me but he's not making a move and he nvr calls!!! Wut should I do..I'm sooo confused!!!

OK if hes not making a move you make it. There is nothin wrong with a girl asking a guy out. Hes probably just nervous. Oh yeah don't ask him out by a note or a friend.
