Is there an alternative to word cloud software?

Is there an alternate version to the PHP/SQL word cloud software to be used ? Like for example in html?

Do you mean something written in PHP to give you a tag cloud? You can get output like tags from something like http://wanabo.com/... which is written by the co-founder of this site. The output is available as javascript or XML, and it's free.

There might be some code you can use from hotscripts, or you might be able to repurpose a module from drupal.org, as they have modules that exhibit that kind of tag cloud functionality.
