absolutely!!! 9 times out of ten a guy would say the first thing he notices on a girl is he pretty face. I am almost 17 and im still a 34 A. I've been the same size since 7th grade.. my trick was to pick something else I liked about my body, like my butt, and offset that so it was noticed more than my flat chest. and it worked! I meet tons of guys, either at school or in public... and a guy is a winner if when you talk to him, he looks at your face and not your body
hang in there, you wont be flat chested forever... just wait till you get boobs, youll want them sent back!
