will take the puppies. He says they might take them to the pound today. (pound is not open) will they do that?

It would help to know what city you live in, because there's plenty of other shelters and no kill places, and there might be one around you that would take them...

and...no, you should not contact the police. Try going to petfinder and enter your zip code. Contact the various rescue groups in your area...they might have an idea...

Make sure pound is non-kill sometimes if homeless animals do not get adopted during a certain time frame they can be killed. You can call SPCA or your local humane society to see if they can come a take the puppies to a no-kill humane society. There are many people who would want to help take care of the dogs. I would recommend the nonkill humane society or SPCA organisation.
