Why won't he just be honest?

I'm 'dating' this guy from my engineering college course, he tells me he likes me, kisses me, flirts with me. I know he feels the same way I do about him, but for some reson he won't take the next step and make it a relationship! Its doing my head in as I just want a straight forward relationship, but he likes arguing and he keeps telling me he is confused about me. He said I am hard work because I ask too many questions, and that I am too open. He seems to like a scene, and something to be happening all the time. All I need to know is whether or not you think he is taking me for fool?

Thats just his way of saying he doesnt want a relationship. He likes you, but obviously not enough. Thats why he keeps creating drama all the time; to hide the truth.
