More than likely, it's a comment in a common open source javascript library, which then causes it to appear frequently.

Because I put it there. I was one of the original developers for the javascripts.com website. Part of the script engine I built added the tagline Simba says roar to the scripts in the database. Most people simply cut/pasted the scripts into their own site, and hence, the tagline appears in a whole lot of places.
