First of all if a guy is going to think you are ugly because you are flat chested then he is not worth knowing,
2nd of all, how old are you? you maybe still be growing have not developed yet your boobs will get bigger!

in meantime just wear padded bras or buy a push up bra that lifts up your your boobs gives you a cleavlage,

A few years ago, a book was published stating that underwire bras may cause breast cancer. This is completely untrue and there is are no credible studies to support that wearing an underwire bra can cause breast cancer.
Your chest size is determined mostly by your genetics, so you'll just have to wait and try out some padded bras if you want some extra volume.
Every girl develops differently. Don't feel bad. You might end up having bigger boobs than the ones who have you beat right now. Your body will grow with time. I'll be 17 soon and I'm a 36C... and I'm pretty sure they're still growing. I'm kinda short *only about 5`4* and skinny so my boobs sorta really stand out so how do you think I feel!? lol
