walgreens/walmart/fred meyer.
I haven't used it myself, but a friend did. his hair turned more of an orangish yellow than a nice blonde color. it looked really unnatural. I wouldn't reccomend it.
if you want highlights, you can get a do it yourself kit at walmart for like...$6 and have a TRUSTY friend do it for you. I used to buy the cheapest brand...I think it was called frost and glow by revlon or something like that, and have my mom do it and it always turned out great.
...I just wouldn't trust sun-in.
do NOT get sun-in. all professionals will tell you not to get it. it ruins your hair and makes it turn an orange color, then when you try to dye your hair, it ends up lighter and if you dont get the right undertones it can turn your hair an ugly green color or something else. do not use it for your own sake
