Where is the best place to buy flats?

I look everywhere but I can never find some cute flats. Hot Topic, AE, AF, Hollister, Journeys, Any shoe place around me, and others. None of them have any cute flats. I want to find some with polka dots.

Also, Vans are pretty rad and they have a thingy where you can build your own shoes, like by picking the colors and designs and everything. I did it for my boyfriend for Xmas last year.
