You don't know if they were TRYING to breed them or not. You don't know if she has spayed the female and hasn't had the opportunity to neuter the male yet or not.

Despite the tie being normal, it CAN hurt for both the male and the female if you try to separate them. So it's important to not try to separate them and to not call one or the other. Just leave them alone. If breeding them was your goal- perhaps you should better research the whole thing. If it wasn't your goal, spaying and neutering your pets is the best way to go about keeping the unwanted pet population under control.

a female will not allow a male to tie with her UNLESS she is in heat...which can only happen if both animals have not been spayed or neutered. So obviously someone has been irresponsible and let these two dogs get tied together when neither is fixed. I know how dogs mating works and don't need your education lesson.
