No it means you need to NOT PICK AT IT and moisturize until it stops peeling. After is stops peeling then its healed.

DO NOT PICK THE SCAB.
Don't scratch it or anything or you'll pull the ink.
Yes, it's healing.
You should go back in a few weeks to get a touch up.
