Yeah, I think so.
You can love someone, and not be IN love with them.
I think before you tell someone "I Love You" you need to be sure you are in love with the person and know them well enough that its real.

Those three little words make such a big statement.

WAY better to say it too late than too early. I'd wait till you're absolutely sure the other is going to say it back to you. The silence that follows can be deafening... Needs more intuition than days on a calendar. Once it's said, there's no going back
