Do you guys have aregular relationship when thinsh are just cool down? If yes talk to him when everybody is calmed down and let him know about you feelings, let him know that you need all this to end because of how hart things are getting for you! If he really does love you and you love him as a brother than you guys wii be able to understand eachother.

I think you need to redefine the words best friend. Best friends do not hurt you. I think it's kinda one of the core requirements. He needs to not touch you. If he does, you need to call the cops. Perhaps a talking to about proper boundaries (I.e. do not hit your sister) is required here.
