What is the best program to animate a cartoon?

I am trying to make my own little cartoon to put on a blog. My computer is pretty slow and I am thinking of upgrading it, but I also want to find the best animation software on the market. What is the best program to animate with?

I'd recommend flash, by Adobe (used to be macromedia till adobe acquired them). Flash can do all kinds of things, and there are several cartoons on TV that are done with Flash.

It's a very versatile program, and in many ways, the best one out there...of course, there are higher end animation programs, but I'm not familiar with those (a designer / animator might be though..perhaps somebody else knows those kinds of softwares like 3d max or "soft image" I think are two of them).
