Work permits are based on the fact that someone has a limited right to work. They usually affect two groups. National work permits are issued to someone who is not a citizen of the country. State permits are used for minors that are seeking jobs. Since you are 17, I'll assume the latter. In most states they are issued through your high school.

Dont worry about it, thats only if you werent born in america and if you are a minor you dont need one, as long as you meet the minimum age for that specific employer. I would just check the yes box.
