it was once a rating percentage.
a few months after I joined there use to be 2 options to rate the users responds by rating whether or not the advice giving was helpful or not.
if many people rated, then you would get a percentage on those ratings.
ie. if you got 3 positive responses and 3 negative. you would get a 50.00% of the rate to your advice.
however, they took away the negative option and all positive advices are now placed right after the question regardless of the fact if you added your point of view last.
the 100.00% is just the old system that the administrator have yet to remove
