she may just like both of you, and doesn't know which one to pick.
and a guy has said that many times to me! and it was the same guy :P
I could never really tell if it was cause he didn't like me or if he was one of those people who couldn't make up his mind..
just be sweet to her and flirt, try to show her that your the better choice, which you probably are(:
she may just not be ready to commit to one person just yet, give it time and see how it goes.
if she meant it as a no, then move on, even though it can be hard, cause theres other girls out there that'll choose you over anyone else, and thats who you want to be with(:

Um...she could just be letting you down gently..but she could also like both of you...give it time and see what happened =)

Thats something I would say if I liked both guys and was debating over which one I liked more.
