well you can do lots of things...
go to any good plastic surgen and he will make surgery
if you dont want to do that make some boyfriends and have fun wid dem !!!

only factual ways I know of are
1. plastic surgery
2. gain weight
*** There will be guys that will like you no matter your size ***

the ONLY things that make your breasts bigger are
puberty
but at your age your dont going through that
surgery
which can leave them looking fake and hard
pregnancy
which isnt permanent and they will sag later on
and gaining weight
but to make them bigger you need to gain weight ALL over your body
again
NO pills, creams, exerscise, foods or diets will make them any bigger

When I was your age I was relatively flat as well as well many of the girls my age who weren't either big boned/boarding over weight. While they were all wishing for bigger breasts I didn't really care. Low behold, puberty kept going and mine kept getting bigger.

Most likely they'll grow as you get older. If other girls are making fun your chest being smaller then theirs then ignore them (although it may seem possible to do). It's your body.
