They're a vehicle's back lights, but you don't get arrested for having them on (or off).

Either he is lying, or there was more to the story and he isn't telling.

I have been pulled over at night bc my tail lights were not working. they are the lights in the back of the vehicle. and guess what? they said be careful driving home and change your lights tomarrow. you do not get arrested for tail lights. unless you were driving under the influence or with out any insurance or you had a warrant out for your arrest. and three people would not be arrested for those two things. only the owner of the vehicle. the person did not tell you the truth or did not tell you the whole story.
