I have the same problem. However, found the answer just by thinking.
This may sound monotomous and mirror to the other posts, but try just to think of one word that would sound cool at the end of the chorus or something - a word that sums up the whole song. I called one of my songs Armageddon, about the rapture. Naturally, a song about destrucion and the apocalypse would be heavy metal, which is the stuff I play.
All you have to do is focus on that one word, if that's the style you want to play in, tehn write lyrics around that word - you don't need lyrics to name a song.
Or, if you don't want to play in that style, you could always write down lots of ideas about what you feel your strong should be about. Once you've written down loads of ideas, pick out certain words and say them to yourself. Then, imagine you are saying the name of a famous song when you say the word(s). If you can imagine that, you have a good song title and you can pull your ideas from that for lyrics.
To write lyrics, you need a rhythm then a lead melody. The lead melody is the tune to which your lyrics flow. if you play guitar, compose the backing to the verse on your guitar, it again depends on the style of music you are capable of playing and that you like, and play teh lead melody once you've recorded it. You really need to record your stuff if you want to be a serious songwriter, otherwise, if you sing along to a rhythm in your head, your timing, pitch and accuracy will be wrong 90% of the time - trust me, I'vve experienced it before - it's really irritating when you think you've got it right but you haven't!
So, in summary, if you play guitar, go from there onwards. I'm a lead guitarist myself, so I alwats come up with the rhythm and lead guitar as the principal guitarist of my band. I can't stress enough that you should always record your stuff, whatever you do. You won't get anywhere by singing something in your head.
I hope, for your sake, that you play an instrument of some description or have access to someone who does. Songwriting is pretty much pointless if you don't. Every singer needs a backing. And, if you can't sing or play an instrument, then there is no point whatsoever in writing songs, unless you just want to listen to your own music and not play it yourself - which I think is 100% better. I played my own song on stage with my band; when the audience started cheering at the end, it was teh biggest thrill you will ever get.
