Where is the bulletin board in sims?

I have a Nintendo DS. AND I'm at the point were I have to find the bulletin board but I can't find it. I know it's in the sims quarters and I know there's something I have to look for and I can't find it. I have been on this for 3 days now.

I use the website gamefaqs.com and it has not only cheat codes but also complete walkthroughs that show you every step you need to take to complete any game. go to the platform part and select the machine your using ds and then click the letter s and scroll down till you find sims and click on the FAQ/Walkthrough and it will give you a list of walkthroughs people have submitted.
