Weird but serious question

If a midget walks past you and says you hair smells nice is that sexual harassment?
I heard some one ask that its its really annoying me!

if they just mean that your hair smelt nice and said it no,
it wouldnt be
if they said it in a sexual way then yes
but you cant really tell what people are thinking when they talk to you

Answer the following questions to help solve if he was sexual harassing you:
*How did he say it?
*Did he have a certain expression on him face? (interpret the expression)
*Did he physically touch you? (Hopefully answer is no)
*Has he talked to you since?
*Were you in a setting where someone wouldv'e complimented you hair?

If he said it along the lines of 'sweetly', it does not make a difference until you remember what he looked like saying it. If he had a mischevious glare in his eyes or something along those lines, then so far, something is up with this situation. Touching you is NOT okay, and if he did then you should report him, because if the details that I mentioned in this paragraph are true SO FAR, then what he definitley violated your space and should be reported. The other questions are just details if he didnt touch you.
