I looked for you and foud what is called artEYES. it a free download that you can change your eye colour to just about anything. I tried it out, and it takes some getting used to, but there is a help center and everything. But all in all, its pretty cool. you might want to check that out and play around with that.
You could also try picnik, or photoshop, or another photo editor. Photoshop and picnik are available online.
