Waist measurement

When you measure your waist, are you suppost to do it in the morning before you have eaten anything,or should'nt it matter?

Because in the morning im have a 24 inch waist, but as the day goes on and I have eaten I go up to as much as a 27/28 inch waist

you most probaly are just bloated that happens to me, i look like i have the flattest tummy in the mornings and then in the arvie i look fat..
