It's healthy and perfectly fine for her to masturbate at this age. But you shouldn't buy her a vibrater. That's crossing that parental line. She should discover things on her own and wait till she is old enough to buy herself one. A mother should never buy her daughter anything that is sexual related. Especially at such a young age.
