Back in the 80's, Toyota had only so many ways to cut their keys, so they did yes repeat the ways that they cut their keys. There was a story of a woman who was using her daughters car, (Toyota camry, I think) where she used her keys, opened up and drove away in a car that wasn't hers but it was a toyota of the same color, year, and model. That is how I know this. I think that this was with Toyota only, but maybe with some other car brands.

Therefore, old Toyota keys technically aren't universal.
