Unanswered questions?

If a question goes for a long time and is unanswered like a year is there a proper way to move it back up or is it ok to reask or is that spaming the boards?

Given the fact that you only signed up today, that old question obviously isn't yours, so you can ask the question yourself.
Since it has no answers, nobody can tell you to look at the old question.
