I think touching hair is more of a flirty kind of thing..
some guys may mean it in different ways though.

it depends on the guy and how they touch it, if they run their fingers through your hair slowly while starring straight into your eyes that pretty much means that they really do love you, but if they just run their fingers through your hair really fast itdoesn't eally mean all that much I think...

It may be the way some guy show his affection over girls.

But it's not like a rule or anything, because otherwise I'd say I love you all day long for my girl friends :]
