I'd say tongue piercing. Mostly because you can take out a tongue ring but you can't cover up tattoos all too well if you change your mind

Definitely tattoo, the only thing is it'a a BIG decision not only to get one, but where and what as if will obviously be with you for the rest of your life - unlike the tongue ring which can be removed. I think a tattoo looks better (I am in the process of deciding which one to get myself), just make sure you really think through what you're going to get if you do decide to get one.
