The right approach

He seyd: I love you a lot and I want to be in a relationship with you , but I don’t want to ruin what we have right now. How do I tell him that I feel the same way and want to give the relationship thing a try?

He has already told you how he feels, so just tell him "you know what you said to me about how you loved me, well I feel the same way and want to give it a try if you still want to"

Is there any issue that I am not seeing or were you just not sure of what to say? ... I understand that, sometimes its hard to say what you feel on the spot.

oh there is one issue : he's also going after another girl, well not going after but he's getting to know her better.

Well if the guy truely loves you like he says then he will want to be going after you no matter what! People don't take the words "I love you" as seriously as they should. Love is a HUGE word. Guys seems to say it because girls want to hear it. I have had girls say they love me, and I will not respond to them... its quite awkward, then I proceed to tell them that that its sweet, however I take love very seriously, and am not going to say it just to make the other person feel differently, or just because thats what they want to hear.
