Spot reducing doesn't really work. Some ab and arm work might make your arms and tummy a little less flabby by building up some muscle though.
If you have back and neck injuries you should talk to your orthopedic surgeon before starting any back or ab exercises. You don't want to make any problems worse.
One exercise that I have found to work well with minimum stress on your neck for your abs is where you lay flat on your back and put your legs together. Then lift them up concentrating on using only your ab muscles. To make the exercises harder, you could always add some resistance bands. Just be careful though and I would talk to your doctor about most exercises before trying them.
I really think that with serious damage or restrictions- you should see a physical therapist. Talk to your doctor, because some exercises people may give you might not feel like they're doing anything to your neck but could actually harm you. A physical therapist can give you exercises to do to tone or keep muscle in your abs without straining or hurting the areas you need to be careful of- good luck.
