Depends on the board!
Most come stiff...
Unless it's a cheap and crappy board...
Then the trucks come loose!

they loosen up after a while but sometimes they do come loose most times when there new there pretty stiff

they loosin up but at first they prob be stiff all so it matters what brand deck you got and what kind of weel's =]

usually they all come stiff
after wear theyll start to loosen
but thats waht skate tools are for
so you can make them tighter or looser to suit you
