How do you code a sim dating game?

Doe anyone know how to make a sim dating game? I don't mean the ones where you actually date and meet real people, but the ones like the Naruto Dating Sim on Newgrounds.

And also if possible, how do you code them?

How to code the game? That's a longgg answer. Which I don't know because I'm not a programmer. I'd take some programming classes and possibly attend a career university that has a program for video game design. There's entire classes on it, I don't think the answer is something that can be typed out in this little box.
