Should i approach him?

It's this guy that I've noticed about a month ago. He works in this store in the next town about 30 mins away from me. I went there once we conversated and he actually asked for my number but I declined. His cousin owns this store in my town which I just...

found out and now I'm interested in getting to know him. I've seen him in the store recently but I never say anything. I don't even think he remembers me. I'm usually not the one to make the first move but I gave my number to his cousin yesterday to give to him. I seen his cousin today and asked if he gave it to him and he said yes. His cousin said that he said he wasn't going to call until he sees me face to face first to see where my what I'm about. I know he is at the store tonight but I don't know how to approach him and say I'm the girl that gave you my number. Another thing is that the store is always crowded so I can't pull him to the side to inform him. What is a way I can let him know I'm the one when he's never by himself?

I was thinking maybe I could act as if I wanted him to help me with something in the store and tell him that way...

well, from a males perspective, its not an easy thing to slip a, wanna trade numbers?// or wanna go out? or something along those lines, for fear of rejection.. and if he actually asked for your number, it means he liked you, and declining to that probably threw him into, lets move on and forget it then mode.. you just have to reinforce that your intrested.
