Get a chain! They will learn that they cannot chew through it and eventually will be OK with a leash.

Reach down, and make him release it by opening his mouth...(use Leave it...this command will come in handy for years to come)...it may take several repetitions every time you go walking for a while, puppies are playful, and that leash is hanging right there to be played with. This isn't a REAL bad infraction...it's more irritating at the puppy stage...so gentle does it...and remember to use the Leave-it command...there will come a time when he's got something real nasty in his mouth, and he'll drop it like a hot potato...just from learning the command at such a young age.
