Okayy so I live in a bad neighbor hood so my brothers wont let me go running.

So if I eat healthy and run in place will that make me loose weight.

it probably would but I would suggest getting a tredmill or have him run with you.

you should just buy a treadmill and use that
that way you can run for as long as you want wthout ever havng to leave the house
or give skipping a go
it exerscises a lot more musles then runnng does
