Did they bloom last year? If so, check for bugs. Something may be eating the buds. There are many pests that love rose bushes... Also, some roses only bloom on old wood. Could they have been incorrectly pruned? Some gardeners make the mistake of cutting some roses all the way back in the Fall, and they're unwittingly cutting all the blooming stems off.

If they're new, make sure they get at least 6 hours of sun each day, and they're in a place with good drainage.
