If he was excited and there was pre-c*m she could. You do not have to have intercourse or have him ejaculate inside you to become pregnant. Pre-c*m is as potent and sperm lives for a few hours outside the body. If there were sperm on her hands, his hands, sheets, clothing and it touched her vagina; this can cause pregnancy. There are a lot of factors in deciding whether there was a pregnancy risk invovled. Was he aroused? Did he touch her vaginal area? There are a lot of theories about whether or not pre-ejaculate is actually able to get a woman pregnant. And a woman with normal fertility only has a 25% chance of getting pregnant every ovulation cycle anyway. While there is an extremely tiny chance of your sister being pregnant, it is highly unlikely.
