Sometimes when I use anti-blemish pads, parts of my face turn red.
Is this normal?

Could be an allergic reaction. Plus too much of anything is no good for you even makeup anti-blemish...

It depends; how long is the redness lasting? Does it get itchy? Does it hurt?
